A Billings bail bondsman pleaded guilty in federal court this week after prosecutors said he pressured jailed women into sex in exchange for posting their bonds. The case was investigated by four separate agencies across state and federal law enforcement.

Ikeda Faces Up to 5 Years in Prison on Federal Racketeering Count

Louis Christopher Ikeda, 46, entered his plea before U.S. Magistrate Judge Timothy J. Cavan on one count of use of a facility in interstate commerce in aid of racketeering. Ikeda was employed as a licensed surety producer and bail bond agent with Northwest Bail Bonds in Billings.

Ikeda now faces up to five years in federal prison, a fine of up to $250,000, and three years of supervised release. U.S. District Judge Susan P. Watters will impose the final sentence after considering federal sentencing guidelines and other relevant statutory factors. Ikeda was released on conditions pending sentencing.

Scheme Began With Texts to Woman Held in County Jail

In November 2024, a woman identified in court documents as Jane Doe was being held at the Yellowstone County Detention Facility on multiple pending criminal cases in Montana’s Thirteenth Judicial District Court. To secure her release, she was required to post $10,000 in bail. On Nov. 18, 2024, Ikeda initiated a text message conversation with Jane Doe that stretched over several weeks. According to court documents, the exchanges quickly took a sexual turn, particularly whenever Jane Doe raised the subject of her bail.

Ikeda Called Arrangement Illegal Before Negotiating a Price

Despite initially telling Jane Doe that posting her bond under such circumstances would be illegal, Ikeda reversed course and began discussing specific amounts he would accept as payment. Those financial conversations were repeatedly interrupted by sexually explicit messages. He eventually told Jane Doe he would accept $300, the amount Northwest Bail Bonds would owe its surety company, to post her bail.

Bondsman Posted Bail, Then Drove Woman to Riverfront

On Dec. 2, 2024, Ikeda posted Jane Doe’s bail, and the two left the detention facility together. He then drove her to an area near the Billings riverfront, where they had sexual intercourse. Jane Doe later told investigators she felt pressured into the encounter, explaining that every time she brought up the possibility of being released from jail, Ikeda responded by making clear he wanted a sexual relationship with her. She understood the encounter to be part of an implicit transaction tied to her release. After she was freed, Ikeda told her to describe their relationship as strictly professional if anyone asked.

Ikeda Used Personal Funds to Cover Shortfall on Bond Payment

In total, Ikeda accepted $200 from a third party toward Jane Doe’s $10,000 bond. He deposited $300 into Northwest Bail Bonds’ accounts to cover the surety obligation and later told investigators he used his own money to make up the difference between what he collected and what he owed.

Two Other Inmates at Same Facility Reported Similar Contact

Following the Jane Doe incident, Ikeda contacted two additional female inmates at the Yellowstone County Detention Facility. In both cases, conversations about bail quickly shifted to sexual topics. He posted bond for both women at amounts below the required minimum premium. Both women later reported to investigators that they believed a sexual relationship with Ikeda was expected in return for his assistance, though both were able to avoid contact with him after their releases.

Four Agencies Joined Federal Prosecutors in the Investigation

Assistant U.S. Attorneys Paul Vestal and Tom Godfrey prosecuted the case on behalf of the government. The investigation was conducted jointly by Homeland Security Investigations, the Montana Commissioner of Securities and Insurance, the Yellowstone County Sheriff’s Office, and Montana Probation and Parole. Acting U.S. Attorney Tim Racicot announced the plea.
