On Monday, March 3, 2025, the Billings Police Department (BPD) was called to the 700 block of North 25th Street in response to a disturbance that escalated into a potential assault situation.

At around 6:43 am, officers arrived on the scene to reports of a suspect who had allegedly assaulted two individuals and was making threats towards other residents in the area.

Standoff Unfolds: The Search for Cooperation

After the suspect retreated to his apartment and barricaded himself inside while arming himself with a knife, he allegedly refused to comply with law enforcement's instructions.

Due to the seriousness of the situation, the Billings Police Department and Yellowstone County Sheriff's Office deployed their specialized SWAT teams, along with drone operators and negotiators, in an effort to de-escalate the escalating threat.

Hours of Negotiations and a Swift Resolution

During the three-hour standoff, authorities say that negotiation efforts with the uncooperative suspect were unsuccessful. In the interest of ensuring the safety of residents, SWAT Officers resorted to using gas in the residence. Authorities say that despite emerging from the bathroom, the suspect persisted in displaying noncompliant behavior.

Action Leads to Arrest

In a coordinated operation, SWAT Officers and BPD K9 units joined forces to apprehend the suspect, identified as 64-year-old local resident David Dwelly. Following his arrest, Dwelly received immediate medical attention. Authorities say that he has since been charged with aggravated assault, assault, obstructing a peace officer, resisting arrest, and felony criminal mischief.
